Visit the crafter trainer to buy plans. If you want to level the skill, I'd recommend picking diadems up first...more mats = quicker leveling.

Hmm... I cannot seem to find the plans when I visit the trainer. What level should I be before I can buy the plans.

Ah, forgot about that. If you check 'upgrades' under the craft tree, you need to be at least level 20.
