What seems clear to me, is that there are a set of freeriders, that are using system resources, that consider Ryzom a "completely free game until I get around lvl 50 or so in all 4 branches....You can even pay one month, which is less than the typical price of a "box" and decide for yourself.
Since beta (which was also free), when has server load ever been a problem to Ryzom. It is the opposite that led to bankruptcy hearing in French court.
Nice to see the CS's are still ingame

let me preface this reply with:
i'm not a business or economics specialist.
with that in mind:
if the statements that the company is having financial difficulties is true, then my suggestions are:
1. have advertisments in game like AO to help with the cost.
2. place Ryzom advertisments at big websites like Gamespot, IGN, Google, etc. i found out about this game from a Ryzom ad at Penny Arcade's website.
i would never have known about this game otherwise.
3. after the next expansion pack, if you get enough capital from suggestions 1 and 2, make the basic game free or raise the lvl cap to 50.
4. if you don't want to do any of the above, open the mainland to the trial gamers, so they can see what they are missing by not lvling past 21.

To the free trial players? That could be bad to the trialers "fall in love" with the game, and so, bad to the game.

I saw an advertising in a site that I come I don't know why. If wasn't for that, I'll not be playng this neither, so I think you have all the reason in this point.

I think 50 it's not necessari, but 30 better than 21.

Yeah, if they go with 21 to mianland, they will see that they are missing sure death. Every land has a level, and lvl 50 mainland could be very frustrating for a 21 PC.
I think you are thinking in the wrong way. I don't think this is a server resource/bandwidth problem, or a economic problem. I think this change comes because Nevrax has make a study and saw they'll have more pay customers in this way. I think they are in the rigth way, but maybe a 30 cap was better than a 21 cap.
For a MMORPG veteran (From WoW, SWG, EQ or anything) a lvl 21 cap could be more than enough to like the game, and can give Nevrax a moth more to that player (The month they vill take to go to lvl 50).
But for the people that hasn't a lot of experience in a MMORPG it could take a little more. In RoS I still hav a lot of doubts in level 20; I was a bit lost, and I didn't know how to make a team (The social part, not the tech part). I've only played before a pair of month in DDO, and they have a social system to search group that makes that much more easy, so I was lost in that part.
But I'm sure that Nevrax has a study, and they know that lvl 21 was the best point for their finances, so... where's the point?

i dont get what you mean lol, sunglasses in winter u must be mad.
(BTW i have a registered account, but i dnt get paid till a few days, so my trial account is mainly to post/go on servers to chat with friends ect)

Maybe this is a different situation but i know with AO at least, they have a "Froob" program where essentially people can play the original game for free alongside all the other players. It has worked magnificently and breathed new life in a game with a dwindling population, and with it allowing me to experience quite a large chunk of the game, i ended up upgrading to a paying account to see what i was missing. It seems to me if they removed the level cap or even just raised it for trial players on Silan, they would grind and grind, and then eventually realise they could be doing it so much better and easier if they just upgraded and went to the ML. I personally am i trial player and I plan on probably upgrading, but i think i would like to experience a bit more of what the game as to offer before i really throw my hat into the "Ring", ugh bad pun alert haha. Anyways, thats my two cents.

I don't know if you were responding to my post or the OP of increasing the level cap.
I guess my previous post could be a new thread suggesting ways for Nevrax to get an influx of cash if they are indeed financially troubled.
