I think you are getting hung up on the word "Kick" it doesnt have to be a kick off the server , it could be removing a PvP tag or sending to Jail or something else , the vote systm would just replace the authoritys like you said here -
If you have a game similar to reality, where you have a real chance to die forever and where there are authorities that look for criminals THEN ppl would act in other way.

-there needs to be consequences for ppls actions and youl never be able to automate those functions to cover everything by NPC's

I didnt say that players had the authority. I said that they had to be punished for killing, stealing etc... but a vote systems is all but realist. There must be guards ( police in real life ), and if they see a murderer, thief,etc.. committing any crime then they would act. Just that many ppl say you have committed a murder it is not proof for it.

Removing tags is not realist also. The existance of tags is nor realist itself.
