I am a tryker part of a matis guild, almost since january 2005, when fame didn't really ment anything. My guild has matis allegiance and so i am unable to get, as a single homin, tryker allegiance. I can only be stateless or get a matis allegiance, even being a tryker.

I'll tell you what'll happen: A number of multiple masters, bored with grinding, are going to camp the entrances to those regions and gank anyone who enters while they're spawning and cannot react.
Even if not, your idea would (if closing entire regions based on whatever to someone else as you seem to suggest, no matter the reason why) prevent people from visiting one place or another because they're of the wrong race or faction.

If you´re a member of say The French Foreign Legion, you may be a German, or even an Afgani, but you will be fighting for France. If ever you desert and fight for any other army, your old comrades will be pretty angry with you.
Or,as far as I know, you´re Italian, if you want to work in the U.S. you´ll need either a greencard, or citizenship of the U.S.A.
Same goes for Germany, you´ll need either citzyzenship or a work-permit to earn any legal income here. Everything else is illegal.

Because then "neutral" would mean not being part of any of the three factions.

As long as it's properly and slowly implemented into the gameworld (the "rise of Tryton" over many years) and not suddenly dumped ingame and retconned into the lore ("Tryton emerges from PR with uberpowerful artifact that instantly puts him on equal footing with the Kami and the Karavan" :rolleyes , ofcourse.
