It seems a large concensus that rule 1 of each has been violated to some degree or another. It is at the discretion of the service providers to decide where that line is drawn, as mentioned by Mokoi.

Norb try this, pick a target, gather support for your attack from kara or kami depending on your target, arrange attack when you have most support and then try and take the op?

The whole point of this thread I thought was to figure out if declaring and not showing up was against the CoC? Who gives a rats ass about history of the Kami-Alliance?
