For some reason Xavier has posted some substantially different news items on the French and English sections of the VCA forums from time to time. True, but the implication of "taking over" the game implies that they will be the "developers" in common terminology. I previously emailed Xavier to check my interpretation of his post and as far as I remember, he said that it may not even be the case this time around, but it was his understanding that Black Widow would have been the new "devs" if SpiderWeb had won last time around.
