you get to lvl 21 that fast because tutorial missions give massive amount xp. they should get rid of that xp reward (if the already didnt do so)

While I generally agree to your post, let me answer this:
- For experiencing how split skilltrees work (important with the magic tree split at 21, IMO),
- or for wielding "Fire and Wrath" (impossible at level 21),
- or to craft something else than light boots, light pants, a dagger or an amp, both in Q20 (Q15) with boost 1, following the introduction-to-crafting-missions
(Level 21=200SP, plans sum to 60SP, boost 1 is 40 SP, 3 crafting level upgrades are 75SP, leaving 25 SP to buy a crafting start in jewel crafting...or really mess up with being able to continue the crafting tutorial missions by buying anything else. Possible with harvesting tutorial on trial now as well...),
- exploring for higher quality mats when necessary
- and lastly, taking on the Kitin on Silan face to face.
I'd suggest raising the limit to somewhere in between 25 and 30, leaving room to experience split skilltrees.

thats a good point, and it has the added bonus of not setting expectations for xp rewards from tasks in the rest of the game.
