Yes.. Arabic, sorry for the mistake: in French , Arabian (population) and Arabic (language) shares the same word, ie : Arabe, hence the mistake.
As for Mektoub, this is a phonetic transcription .. as you may know, such process is never 100% accurate. The expression however is of common use in the Magreb, North of Africa and specifically in Algeria: the exact signification would be "it is written": you'll use it to mention the destiny, fate of a person.
speaking about this, I can't help but to think of Greece, Athens city: if you've been there, trying to look for the "Pyre" port (or any other address) can be a pain: it's written is so many different ways.. sometimes, you'll hardly find a sense, haha.
