You are of course forgetting the fact that the Ring took up capital in the form of new hardware, drove them to redesign the entire server architecture, took up loads of dev time because lots of things had to be done from scratch, etc etc to try and cater to a minority of players. Whereas the "PvP content" took up no new hardware, worked on the original arcitecture, only had to have itself coded instead of all the extra stuff required to make it work and can be (and is) used by almost everyone (unfortunately in some cases)
