Wooh, is it even possible to get ALL civilizations to +25%?
Wasn't there a mechanism that balanced the fame of the "opposing" civ. down if you gained in your favorite?
Will be quite a bit of hard work to get this one I guess.
Or could it be that only "neutrals" could have a + or - in every civ.?

Anyway, good luck to all those who try this fame grind.
Not my cup of tea.

Only neutrals (in civ or cult) can have +/- 25% everywhere :)

jwenting is right.

Currently, a character with a citizenship have these limits : 100, 75, 25, 0

For example, a Fyros citizen has its civilization fames limited to :

- max 100 in Fyros
- max 75 in Zoraï
- max 25 in Tryker
- max 0 in Matis

A character with a cult can't exceed -50 in the opposite cult and can't exceed 100 in his cult :)

A "stateless" character (civilization neutral) can't exceed 50 in civilization fames.

A "neutral" (cult neutral) can't exceed 50 in cult fames.

If I remember correctly, it isn't possible to raise both religious fame rates above 0 without exploiting a hand full npcs missions.
Or will there be a new way to raise kami fame, without lowering karavan fame at the same time (or vise versa)?
