I dont read it like that, i read it that merging ANY server (not all). As he says 'merging servers' as opposed to saying 'merging all the servers' - maybe its becuase Phelan's main lang isnt English. Sure the lang barrier swings both ways, i know. Just the way i read it.
If he wants to pop his head up I'm sure he can elaborate... ?

Can't say i've noticed too many portuguese players perhaps 4-5, mostly Brazilians, so erm... Not exactly the most comforting news for the soon to be exiled cho residents.

Fellow cho players - I would suggest that we all give this a chance. Our community can continue to exist on Ari. Yes it will be different, but let's find out how different. I know some of you have alts over there and perhaps you have not liked what you have seen, but you haven't had your guild mates over there with you and its your guild that makes the game worthwhile I think. What good are those titles without friends to give you a shout when you've earned them? I'm going to give it a shot and hope to make many new friends there while retaining my old ones..... if they will only come over.

Yes, please as you have read and re-read, the members of Ari are glad to see you coming here. Cho may have offered a new beginning for some of you who left Ari. But, it is a business and GL must do whats best for them inorder to keep Ryzom going strong. We are seeing more and more new players and old players returning to us lately so things look well for Ryaom overall.
The notice also states Cho will pull a phoenix and reopen someday in the furture.
For now we all say welcome to you.
