Alllow me to disagree, Jyudas. If you are a guild with a lot of friends and if you are able to lead a political line appropriate for the purpose I am sure a neutral guild can get together an alliance to win an OP with and for you.
Dragonblades btw are an example of such a situation.
But... the person asking said: no pvp whatsoever, therefore only an exceptional inheritage would lead them to have an OP.

Indeed, but I was trying to anticipate that others with similar questions might read the thread.

If you are neutral because you chose not to march in lockstep with these questionable "higher powers" then you are certainly displaying a certain amount of moral fiber lacking in their minions (unless the minions are simply blind to the realities of the situation, I suppose you can be moral but oblivious in a faction).
Thats moral superiority. There is nothing _wrong_ with playing a morally flawed character, heck all of the best characters in any setting are flawed in some way. But thats your choice.
actually the karavan are the hypocrites it seems as they say they don't allow homins in prime roots but in fact support them there.
i hope neutrals get better access in the future.
