Yes, that would be a good solution. But with the Spire wars its going to be war all the time. Although with the low pop it will probly be a Player-verus-NPCGuards grind back and forth. With some PvP perhaps when someone turns up to defend a Spire. Could be a good balance actually like u say Kae.
