Haven't worked out exactly where the problem lies, I'm still experimenting. Your tests sound convincing, but I haven't been as successful. In my case, the tracking fails to work at all until I log out. No matter where I am, it just tells me I'm within 1m. It fails to do the tracking thing until I relog.
If the tracking fails to track, that's when relogging can help. If the tracking does lead you somewhere but you can't find the mats, that's a different problem.
Anyway, I ticketed the issue last night and a GM told me that this is an issue which the devs are aware of. So something in tracking and/or prospecting is not working as intended yet.
I hope that 'the devs are aware of' means 'the devs are working on it'...
