I just made a rather lengthy post about my thoughts on this event and how I think we're missing the point just a bit. Rather than repeat it all, here's the link:

In short, yes, there's some things that are kinda messed up with the whole reward system but the reward IS NOT the point of what's going on (as I see it). The point is we need to be arming our outposts for the coming attack.

But still...these are the 'rewards' that we are getting for doing this thing...supplying the secretion and the claws IS supporting and arming our outposts. However there is little to do BUT give claws/secretion as killing critters doesn't seem to have any use other than getting the claws to give to the guy (in a very slow fashion...)

To my knowledge it's still going on. Kind of a long term quest. So maybe (hopefully) they are working on a patch for it.

I am not sure if I totally understand the crafting thing... from what I've heard, 5 packages = one guard unit (whatever that is). I'm not sure where they appear and what their affect is. If someone could explain, I'd be grateful.

the simplest I can make it is that the new NPC guards (and sometimes parts of outposts I think) appear throughout the regions where the arms/armor were turned in. For example, in Fyros, there have been sighting of the new guards in Oasis fighting off aggro
This makes me one happy camper as I spent the better part of teh day crafting and now I KNOW for certain that it's making a difference...

Good news friends! Your efforts are paying off. There have been more and more guards outfitted and readied for combat. In Tryker especially, we have recieved reinforcements to help defend the camps. They should be much safer now, although nothing is impenetrable. This should help you prepare further for the coming attacks, which is the grave news i bring you now.
The kitin have seemed to become more aggressive. They have been reported as sending in raiding parties to the camps. Although no damage has yet been reported, they are stepping up their efforts, and so must we Homins, lest we be overrun. So prepare yourselves for combat, keep the supplies steady for the troops, and if you come face to face with a kitin, don't hesitate to cleave it in two!

Due to the difficulty of foraging secretions in Matis, and the slowness of acquiring them by killing kitin, my guild has been handing in weapons and armor made from normal mats. Doing this we delivered at least 50 military packages to the armory master last night.
I suppose we should have asked this before, but does this work correctly in equipping new Matis guards, or is there some "link" to the foraging missions that, since missing, prevents it from functionning?

shouldn't make a difference, since the first few items you have to craft from your own stuff anyways

As well, last night OmegaV contributed significantly to the effort, I foraged the majority of the materials and crafted 96 Takod shields for the effort, that was 12 military packages. In addition other guildes were doing the same making swords and vests to save Matis.
Let's keep this going, After delivering the last package, I did some scouting and found many many less mobs until I got 100 meters into KoD and was overrun by Overlord Kipees. Right before I was overrun I noticed some NPC's heading my way on the radar I thought to myself, what are the guards doing out this far, I turned and looked and they were 5 Matisian Soldiers, yes their titles said Soldier! As I moved forward and was aggroed, they were not in time to save me.
The effort to stop the invasion is paying off greatly! Keep the resources and crafted items coming.
I still cannot help but think the 1400 mats I needed to pull, if they were secretions would have been converted to 4200 in generic raw materials allowing us to craft 3 times the number of packages. As soon as we can we need to get a group of 10-15 harvesters to that harvesting camp to really put our effort in full swing!
