A lot of what determines how many people are on at a time has to do with the time and race you're playing. I play a lot at like 2am on weekdays and there tend to be no one on, however there's always a significant amount of more matis than lets say... fyros on at those times.

Anyways, I haven't had a problem finding people to talk to, nor have I had a problem with idgits spamming or whatnot. To the point that I have not even cosidered putting anyone on my ignore list.
