I think the fame impact makes sense. The NPC rite givers themselves (for the amber cubes) state clearly they will only teach what they know to those who are "worthy". Back in the old days, before the exodus, every civilisation would keep their knowledge under lock and key, afraid that one of them might steal it from the other. It wouldn't surprise me if, even though all civilisations are at peace with each other, they are still reluctant to give away their knowledge to "anybody". Fyros and matis have built a huge wall of distrust and enmity over the years and often battled each other. If as players we were set at a time before the exodus, I very much doubt we'd even be able to learn stanzas from all 4 races, let alone rites.
