I think that the concept of Wondermats is a really bad one will make things even worse - because of the imbalance between factions.
The lack of cats can be compensated by playing more... but the imbalance will only grow if outposts start producing materials that give advantage in battle. Things are bad enough as they are, with the existent OP mats.
But wait! I have a solution which may satisfy everybody.
I think it would help to give to each toon a small amount of cats (like 5 stacks / week), no-trade.
What will this do? It will help advance people who have very little time to play, which is what was intended. At the same time, they will have little influence on those who play a lot.
As an extra advantage for everybody... it would be nice to come back from vacation and find 15-20 stacks waiting to be used.

this is my Opinion
I like this idea, it would be nice to give people more incentive to run missions.
I'm still more in favor of getting rid of them permanently more than anything else, but I wouldn't mind this if it were implemented.

How would a homin automatically obtain those Elevation Crystals in a fixed quantity every week? It'd be much more logical if they could be bought from some NPC merchant. It'd also form a dapper sink.

yes! it would also help with subscription numbers a bit
nice idea, but does not work. is it per homin (there is 5 in each account) ? or per account ? they could just sell cats for . same thing.
cats are reward, not a privilege. it should stay what way. (tho i agree, it's bad that they available from outposts)

But realistically at what price could you charge for them, and would it really make dappers run low? How many people in ryzom are sitting on 100million dappers and how many have over 500 million, a fair few i would imagine....
I understand cats are a god send for those who have little time to game, when i first started playing ryzom i had a few hours a day so maybe 15 hours per week, it took me 9 months (i think, a long time ago and alcohol is slowly destroying my memory) 9months to have a high lvl melee (200+), high lvl heal (200+) high lvl dig (200+) and lvl 250 elemental, with cats ofc, to get those lvls just playing a few hours a day is perfect, its slow enough so a hardcore grinder with alot of time on his/her hands cant master everything, but fast enough so casual gammers in time can be high lvl.

Re open the old lands.
PvPers can get cats, non pvpers can get cats.
No problems of timezone, no need to wake up at 3am to keep your cats, no need to use speed to come back from work to keep your cats.
Cats are a reward for YOUR work. The more you work for your god, the more you get cats. (even if the rate "honor points / cats" was a bit high).
Controlling all the outpost is not a faction victory, building temples or any other building to honor your god all over atys is a moral victory for your faction.
of course, neutral will lost their access to cats....

well as far as i remember, you were able to gain honor points even without entering the old lands, just by crafting at the temple....
