Xavier, the current event and its PvP nature is at complete odds with your Code of Conduct and Courtesy Policy.
By failing to provide a non-PvP alternative or concurrent event of similar worth you, in effect, force people to leave themselves open to the depredations of other players of a less than charitable sensibility with a definate lack of courtesy.
The CoC and Courtesy policy make NO exceptions for PvP areas and, having been treated to the full gamut of awful behaviour in zone, and to the complete inability of the CSRs to deal with it, I've been told to come to you for clarification...

INGAME COURTESY POLICY

You may not harass other players in any form.
You may not disrupt the game experience of another player.
You may not operate or be part of a guild or group of players that violates this Courtesy Policy.
You may not take cover under the guise of 'role-playing' to violate any part of the Courtesy Policy.
You may not violate the Code of Conduct.
Repeatedly killing or targetting someone is harassment to me and certainly discomfort's me, PvP zone or not (and I note there are no special PvP exceptions listed in the above sections, here or in full).
Others would consider training mobs to be similarly bad sportsmanship and abusive behaviour. As would be killing people when helpless, AFK, swimming or other similar situations.
The real killer here is "You may not disrupt the game experience of another player." Something that nonconsensual PvP cannot help but allow to occur, and it IS nonconsensual at present, make no mistake about that.
Also note that the 'No hiding behind RP' section doesn't excuse these actions under 'tactics' or the orders of the factions there present.
The eventual emergence of a PvP flag will deal with a lot of this - so long as PvP is not tied to exclusive content existing in a vacuum - but in the meantime this is an issue and harassment is going undealt with thanks to the nebulous excuse of PvP.
Please clarify or amend as applicable (and I think it'll be amend as these are pretty clear).
I don't expect to get an answer in time to make any difference to this event, but something would be nice.
