Well the problem is lawrence people are asking to be informed of changes to a plan which isn't in the game.
There is lots of old literature from the game around release about Outposts. Then there have been a series of new articles. If you simply removed the word outpost from these articles you'd have no idea they were talking about the same thing (and the question really is... are they?) because they're so different.
Old outposts talked about guild missions, guild halls, tribes, kitin invasions, etc.
New and upcoming outposts now talks exclusively about all the supposed great pvp. PvP itself being a contentious point among the community which is prepared to split this already small community.
Where is this new game manual? What I've seen on the ryzom website has nothing to offer about plans to introduce all the material already gone over that appealed to many to join Ryzom from the box and original advertising.
To keep it simple in questions I'll make a list that can be used or ignored:
Are guild missions for outposts going to be enabled? Will we have the option of gaining fame with a tribe or fighting for an outpost?

Will foragers and crafters still have a critical role in taking control of an outpost through diplomacy? (crafting and foraging missions) Are crafters and foragers being given parts to play in the conflict at all outside of support skills for combatants?
When will we see the content for the Guild Halls?
What about tribes and Kitins raiding the outposts?
Will there be non-pvp outposts? or does your guild wanting to control an outpost for raids and other content mean that you forcibly consent to PvP?
Are there plans to fix up the current inoperable rites and add more?
Are there plans to make the Goo attacks, mechanics, and missions be made operable?
I've seen these questions asked over and over again in numerous threads and I myself as well would really like to know the answers. The answers to these questions are a large part of why many people are still subscribed to Ryzom to be the first to do these things when they are implemented.
