if everyone trusts echother like they should in a guild the allience should be made easly. What if the guild leader is not on? A certain number of votes should be made to make an alience to advoid problums like this.

IMO
Guild Alliance can be determined by Guild Leader only.
If you dont trust guild leader - you are in wrong guild.
I think, also H.Officers should be able to determine guild alliance (if Leader - offline).
Individual alliances would be nice to have feature somewhere in future.
Ind. alliances feature can bring also some chaos or misunderstandings, eg. undesirable (by guild council) players - invited by guild members and etc
