Yup, "snare" slows your movement rate (running to walking), while "slow" slows your attack rate (halves your # of hits per minute). A use for snare would be one mage holding snare on a mob while an ele mage kites it without risk. Slow can be used to reduce the risk to a tank and give the healer some breathing room, if your group has melees.
