For the quote. Its not about technical complexity. Its about complex content. Even if one person can create a full instance with some mouseclicks it doesnt asure that the map is useful in any way.
First of all we need someone with some skills as "dungeon master". Someone who knows how to develop a story that brings fun and adventure. Based on that the team or a single person can try to create a map with the possibilities the tools give us.
Even if we only have existing maps where we can place spawns its quite a difference. Entering a alternative bounty beaches where no one knows the mobs and spawns (exept the creators of the map) is somehow complete new content.
