The NeL sources are open GPL'd My gues is that the chat system is part of it. It would need 'somebody' to code a chat application derived form the NeL sources that logs you into the game and lets you chat on the availible channels.
*waits for 'somebody'*

I know of AO that had a java client with wich you could log into the chat part of the game world.
It could be verry much trouble indeed tho.

well, actually you can show these forums ingame, but the browser sadly is not nearly sophisticated enough to display them
Built-in browser cant display threads (almost only main page) because cut out thread parameters, dont support some features and etc.
Long time ago, with guildies, submited tickets about ability to browse official forums in game.
Now mostly foraging, so forced to run in windowed mode to read forum in other window (many other foragers - do same, one window game - other forums)
Not a discussion forums, but something more like a post it note board. Maybe something for event reminders and something for crafters.
Maybe just subforum in "xxxxxx speaking community", with current actual info (cleared every X days).
Though if devs implement ability to read all forums, i'm not sure or needed one more subforum
