so far i don't think anyone has ever taken the time to measure how often specials are used and if there are factors that influence special usage

I doubt there is anything that triggers special attacks. In my experience its just pure chance. Some mobs didn't use their specials at all while others of the same type used it 2-3 times in a row in the same leveling session.
