Actually its down to your highest lvl. My Offensive magic is 202 and my dodge is 202 to match

My melee is 97 with dodge to match as Kibs said. Parry is about 60 (or so).
I use self made q100 supreme light armour (Shu, Dung, Gulatch, Viscous - no supreme Moon resin yet) so max dodge mod, but I find I don't dodge nearly as much as I used to. Having said that, the mobs I fight now with guild are much
much higher level than me, usually around 150 to 200 area, which probably accounts for a lot of failing to dodge.
Have never owned a set of heavy, and my black medium armour stays in my apartment
Maybe this will give someone a clue.
With regard to parry mod mats, tis true that animal mats are the way to go. Just a shame it's so hard to find above choice in any quantity.

56 would be your CC level the default for Parry
when you equip your 2hander your parry should go to 99 ( i guess your 2H melee level.

I was sure Parry is based on the skill type of the weapon in your hand defaulting to Close combat level if a tool or no weapon equiped
and dodge is based on your highest Fight or magic skill

nope, harvests can have a good dodge skill too

This has been cropping up for me recently as I learn to craft shields. Kizoars provide the best readily available parry mats (I think, please correct me as necessary) and they are tough for low level people. Motega wood is the best you can get parry-wise without killing things. So looks like I'm gonna go kizoar killing. Or take up dodge shield making (the most useless of all professions).

The highest dodge modifer can ever be is 0. The dodge mats will reduce the penalty from medium or heavy armour on dodging. This makes sense if you think about it, try thinking of any clothes that allow you to dodge more than you would naked ^^
