You could well be right, and equally you could well be wrong - we won't know either way until they either start working, or we have some official info regarding their status.
Let's face it - if they are part of a story or content, they aren't a very big part are they? I lack a ticket for Underway Arch in Zorai, but it doesn't stop me using the portal, nor does it create any mystery or keep me away from the portal to hide things. It just means I have to walk further to use the portal (and I do use the portal...)

Like you, I have been playing this game in anticipation of the encyclopedia. But I always assumed that the encyclopedia was an alternate way to progress through the game. I liked this idea because levelling through combat bores me. I'm just not interested in anything that repetitious. Now I'm told that the encyclopedia entries will have pre-requisites including fame and level. By tying together the various tracks of advancement our gameplay options become much more limited. I don't mind fighting to complete a task, mission, or rite. I even enjoy it if it is tied to a story event. But I won't grind through combat levels just to access encyclopedia entries.

Well the idea of having to get a certain level of fame makes sense. This is actually explained in one of the missions. As for the fact that you have to level to get rite missions, yes and no. You do have to attain certain levels to access the pre-req missions, but there is no way around that. What good would it do if you had access to a mission that required you to kill a level 150 npc at level 10?

look at it this way, this will give you an incentive for training (yah training, not grinding)
and not just lvl to be the best most powerful player in the game.

it is stil possible if you are in a team with higher lvl players to help you.
and stuff like this is already added..
for example you cant see lvl 150+ craft missions if you are a lvl 20 crafter.
or, they will never ask you for lvl 220 mats if u are a lvl 100 harvester...

Minimum level restrictions make perfect sense to me.
For instance, Towbridge way Karavan mission giver requires you to be a minimum of level 100 in any skill before he even bothers to show you a list of missions.
Some TP require you to be of a minimum of a certain level in any of the skills before you can purchase a ticket.
Some people in town require your fame to be a certain level before they will talk to you.
Its all related.

Wouldn't it be nice for the NPC to say something cryptic about not being able to offer you missions? I'm not asking for, you are not a strong enough homin, go increase your XXX and come see me again. But something more along the lines of "At this time you are not worthy of completing missions for me." or "Ha, get away from me you traitor!" or anything besides showing me an empty window.

Well I have to say that one Teleport I had submitted a bug report on has been fixed. The Gate Of Obscurity Karavan Teleport used to dump you like 100 meters away from the TP when you ported in. Now when you port in, you arrive next to the TP. So it would appear that the Dev's are not totally ignoring Teleports.

Most of the broken TP's that I have found, in my admittedly limited travels, have been near a spawn spot in an area where some races have limited spawn spots but this spawn spot is the "default for all races" like the Kamis near the PR zoneline spawns, and the ones near zoneline spawn spots, like the Karavan TP at Fyros/Matis zoneline (Matis side).
These DO have a purpose, just not the purpose that you think that they should have.
