Was thinking of building a new computer for the game and dont want to waste more money than I need to but would like everything turned up max for a change.
For Ryzom, I would suggest something similar to the following for the best playing conditions:

Windows XP
2.0+ ghz processor
1gb RAM
nVidia GeForce4 Ti 4600, FX 5600, or any 6000 series or higher
Creative Audigy or similar sound card
Hard drive and CD- or DVD-ROM

Those requirements are not the most strict, but they'll allow you to play SoR very nicely, especially for the system parts cost. The most important things for performance in SoR is the amount of RAM you have, and your video card. I would always suggest 1gb of RAM for a gaming PC at this point - take slightly slower RAM if you need to cut costs, the extra memory will more than make up for the slight performance loss.

If you have to have the best, here's the specs of a system we recently received from nVidia for testing, which is absolutely rediculous  :

AMD Athlon64 3400+
nForce3 Ultra Motherboard
1gb DDR400 RAM
80gb 7200 RPM SATA HDD
Thermaltake 560w power supply
Coolermaster Wave Master case
GeForce 6800 Ultra
