The thinking here being that I could include 1 Fyrosian in my group of Matis, and as a whole, we counteract and balance out her/his anti-karavan fame. As such while that person is in our group, they are being embraced, and the way too aggro pro-karavan tribes would not be interested in attacking that person or our group.
In that case, your single Fyrosian could go into karavan locations and derive the benefit of grouping with a bunch of Matis, even though those Matis may be nowhere nearby.

Regarding your question, I think it works just fine as is. Still, IMO, other aspects of fame need some work before fame becomes important to the rest of Patch 2 quests/encyclopedia/content/etc. Or if it is to stay the way it is, somehow some storyline explanation is in order for why the apparent idiosyncracies are there.

I thought this was bizarre too. My fame took a nose-dive toward the negative with the anti-kami's when I joined a guild. I can still forage right in their camp without getting killed, but they will no longer assist me when I'm being raped by mops. Maybe there is more to this fame thing, either way... it's not complete and it's not well documented.
