Damage over time means everything to me.
130 = 2 + 2 = 260 every 4s - 65per 1 second
200 = 2.8 + 2.8 = 400 every 5.6s - 71per 1 second
Basically i think the power boost would be best...

You didnt consider the failures and resists, you didnt consider the solo conditions under which the mob comes rushing at you... how many spells can you squeeze between 2 crowd controls (fear). Then you have to consider how you're customizing your own spells without the amp; do you split their cost between hp and sap, do you remove the range credit, do you remove the time credit, ... this game can be tailored to do what you want, so to your original question: there is no 'best' staff; you should decide for yourself what stats you want on your amp and ask a crafter to tailor make one with these specs in mind.

Basically i want to nuke things... get as much damage in per hit as i can
Now speed i know is a vital thing... but when you can take your enemy out in the first hit then... who needs it?
I can set fear to cast pretty fast... but not last as long i guess...
Basically i want power over speed, but cant i get somthing along the lines of a 50/50 staff? 50 speed 50 power.

Speed and power are equal value for the damage over time staff deal. You can calculate the dot improvement of a staff vs casting with bare hands with this forumla:
(1 + speed%/100) * (1+ power%/100)
For example, a staff with 100/100 would have a dot of 4 times of casting barehanded, one with 47/87 2.75 times and on with 60/60 2.56 times... Still, alltogether power is better than speed, since more power costs you nothing, more speed costs you more sap/time. Best is to get both stats high, of cource.
Sha amber is a very bad amber for making elemental staffs. It has a casting speed bonus, yes, but the power malus is totally negating this advantage. A staff out of supreme sha has about the dot as a staff out of any excellent other amber with average stats in speed & power.
And the best staff I have made and seen so far had 97/97 in elemental and healing.

I think the mat silverion used to make his 97% staff was supreme zun amber.
My personal favourite for a good all rounder staff @ 97%
I have only found an excellent fyros source for this mat, but the supreme is out there somewhere in the primeroots.
