Yes, that is what I mean with too daunting, Iala. Newcomers think if they are not in the governments, they cannot participate. But as Kil says you needn't be in the government or even a citizen of a nation to participate in the RP. I for one would love to see more "as a new arrival to these lands, it seems to me..." participation in these things.
All government meetings are public, publicly announced and open to all. Forum threads are also usually open for all to comment on. And the player goverments aren't stuck-ups (though they might act like such IC ) and usually welcome all participation.
You also don't need to be able to participate in the event itself to participate in the RP around it. Just because you're too low level to kill the Frahar doesn't mean you can't share your character's opinion on what the government should do about those Frahar, or the IC story about how the Frahar ate your pet yubo.
