The last lvl req for the Silan missions is lvl30 - those are the Chiang missions, so they're not strictly part of the tutorial, but I'd probably advise doing them as a kinda practical experience. Not needed, though, and going any higher than 30-ish is a horribly boring and unrewarding grind.
