That does make sense. Normal guns don't fire under water so you need the more expensive (in ammo) bowguns.

I wonder what else they had planned for under water. Melee does less damage because the weapons are harder to swing? Spells get a higher casting time because the spelldance takes longer to perform? Every elemental spell except shockwave fizzles out?
