Looks like it could be some sort of gambling wheel, bet on a number and spin the wheel?? alot of other games have some sorta of gambling in them as a money sink.

oooh id love a bit of gambling, be sweet to have some sort of card game where we could play in the bars for dappers or the like, goodbye grinding
