From what I understand of it, seems to be a good idea. Although the hunter stuff had me a bit confused.

Does this mean that if you want someone ganked/griefed, you can place a bounty with Equil... and then then they will send someone "anonymus" to kill them?

Griefed? According to Equlibrium (organisation leader). No, there are certain limits where the hunters will not go.
One bounty=One kill. So getting someone repeatively killed will be extremely expensive, especially since that IS griefing, and will be prized thereafter.
(disclaimer, my personal belief is that if you are in PR, you have accepted the risk of being killed over and over. But this is not the belief of Equilibrium as far as I understand today)
