Kyouta, the CPU upgrade results in a 260MHz increase. The max my MB can handle is a 2600+ which would be another 353MHz upgrade, which is probably not worth the bang per buck. Anyway, small as the increase was, I would expect some kind of minor increase in framerate instead of no difference. Granted there is no built in benchmarking tool so I'm only doing informal testing with FRAPS.
I've never heard of CPU throttling of the GPU unless you mean that the system is CPU limited. Considering that the Radeon 9700 came out two years ago, I think the Athlon XP 2100+ would be sufficient to drive the system.
Where have you read that the 9700 needs a 400-500W PSU (Tom's, Anandtech, HOCP)? I'd like to test that out, but that's another $160+ upgrade with shipping so high to Hawaii.
