Both my defensive and offensive afflictions do. Do you mean heals? Although I was under the impression they did as well.

And its only based on the lvl of the spell enchanted. I can use enchants of lvl 1 affs and not nerf. But if I use 250 lvl aff enchants they do nerf. (using a lvl 130 skill, in the middle)
