Taking things away is never good.
The better way to have done it would have been to add new TPs for the fame junkies, not to take away teleports for the others.

I think the best addition would be one TP in the restricted areas belonging to the Trytonists and accessible with a rite. Tryton must have been up to something down in the PR and this would be a great way of fixing past mistakes.

Make fame (civ faction) more relevent to new ency rites and so on to give the factions and civs more flavour while the neutrals coudl still get a combo of the lower fame level civ ones, less restricted but less specialised than the fame junkies.

i know one thing if i was neutral i would not even bother digging pr and i can see why neutrals are miffed at the terrible access they have to that region.
but you know the limitaitions being neutral so u have to live with your choice imo

It wasn't a limitation previously. It was one brought in later. It doesn't make a particular amount of sense given that neutrals provide trade to both factions. As I said, taking away something people have never goes over well, it would have been better, IMO, to increase the number of available TPs for the factioned, or to have increased the costs for the non factioned, but not this stripping back.

I am curious why the fame-junkies seem to think that neutrals having some easier access to the PR is such a bad idea that affects them. Surely it isn't that much to do with them?
