Depends what you mean by operational

I've still got some honour points left over and I can still spend them which in my book makes the system is still partially functional
That fact that there is no way of earning more honour points doesn't mean that the system is broken, just that earning part is switched off atm. I'd imagine that all the code is still working, with no way in at the top, if you see what I mean.

The problem with Devs and events is that they were banned to attend any players made events for not being accused of symphatising with any of parties and they own events, with all respect, are rly very poor- and no1 can persuade me that GMs or CSR miss tools for that- since the beginning of game we rly lack even just 1-2 dedicated for creating well build story GMs that could run even tiny events regular. From time to time there is a try to run a thing but for majority players this is only talk, talk talk without real goals, prizes ect.
Where are twins? where is Wormy? where are all bad NPCs..what with kittins threats and so on so on so on...
IMO the fear from allowing GMs lead the lore caused all this void...BUT...our true hope and salvation will be R2- this would allow to create ongoing epic stories and if we will use this tools smart we would never hear again about lack of content- our amazing members of this unique community will provide us things to solve, investigate and live for next few decades

Wasn't Desenne and the Twins at Desert Stock? Wormy is often around. From what I see they do good events several times a week, which is far in excess of what any other MMO does. There is also the chronicles site with regular updates on events, and new stories every week, so there is plenty going on.
I was around in release, and I used to run some events with CSR assistance. I recieved a superb amount of aid from them when running them. I understand they withdrew due to being accused of favouritism, I accept this, although it is a shame I agree.
But they still run superb events from what I see.
