Yes soon as you're comfortable with the interface, head on over. The mobs around the capital city of your race are the same level as on the starter isle. Which race did you choose BTW?
As Acridiel said, faction is pretty much like the class system, you're free to choose whichever you like and are not tied by your race. To join a faction you will just need to do the missions to raise your faction fame to the required level. Then you do a rite to join that faction.
Or you can be neutral, but that has limits. Mainly to which TPs you can buy.

Another thing I'd suggest you do before committing alot of time to a specific character is to make one character of each race and check out the habitat specific to that race.
The zorai = jungle(ish)
The matis = forest(ish)
The tryker = lakelands and sandy beaches
The fyros = very very desert
Another thing you might try is to take your starter chars and pick a quiet spot on newbieland and kick your graphic settings to highest.
Examples of really amazing sights:
The glow bugs comming out of the ground at sunset on the zorai areas.
The insect swarms in matis lands
The swirling dust in fyros lands
There's some really cool stuff if you're into visuals that can get missed if you're buisy grinding.

Tho what some of the others say is not wrong... your race effects how much work on fame you will need for both RACE and FACTION alignment. Can you be anything you want, sure... but if you don't choose wisely based on how you want to play the game you will work much harder to achieve the proper fame you would need if you do not follow a mostly race/faction style. A Matisian like myself could choose to go Kami (he would be insulting his heritage, but able to choose) but it would require more fame work because I would start off -33 Kami and +16 Karavan...
Sure there are exploitable ways to raise faction fame and always folks willing to help you achieve fame thru this means. Unfortunately the game was not released with anything concerning fame and alignment having meaning so we have many neutrals... but neutral has more meanings around here than you can shake a stick at.
One day we should assume (unless it's going to remain little more than a social game) they are going to expand the game to something close to how this game was advertised back before it was released. Fame and faction should one day matter beyond RP, and epic battles decided by intervention by the "deities" will ensue.
Though I hate (been here since beta) the fact the level cap has remained stagnant since release and everybody is basically doing the same thing in different trees out of boredom... YOU still have alot of fun and learning ahead of you.
Have fun and play the game based on what floats your boat... anything is possible and you will hear things can be done... But you can swim faster with the current than against...
