From what i have seen personaly, and what others have already stated here....
Cult alliegance is the only one that affects TP's. Civilization alliegance affects the Prices at merchants, which tribes like you and which dont. Despite what most people think, Undeclared Civilization, you can still get Fame, Im currently doing that now myself.

that's only true when you cult undecided. civ undecided has no effect on gameplay atm other than tribe fames does not show in fame list after you relog. (and maybe cant join guild, no info on that)
