maybe after you made your first move, pvp mode kicks in (maybe small countdown too)
if you stay in one place (just after you tp'd/logged in), your safe from PvP

another 'fly in the ointment' is the existence of neutrals. who are constrained in which TPs they can use even more than the Faction aligned. Since the TP safe zones were revised as a result of OP PvP and not faction PvP, They do have a requirement to be considered.
Either have a 'safe zone means NO pvp activity - including healing PvP participents' (after all, everything else stops people healing....), or a PvP activity - including healing - means no safe zone... which is how it works for mobs. This would still be open to abuse, through target confusion - how do you pick the one legal target out of the half-dozen evil invaders clustered at the TP... so personally, I am in favour of disallowing PVP from the zone.
In that case, however, the zone can still be camped, with the people inside unable to act until they step outside...
just look at all the trouble you PvP are causing
