For anyone who cares to look, the topic has come up again here, and yes... there are sadly a few OPs still being blocked without any consequences :(

Lock at this Link Q&A Nr.8

Xavier said it´s allowed, so it was also done here. The German-GMs said after a week it´s an exploid so we stopped it immediatly. If your GMs belief it´s still allowed, it´s hard but just wait for the next patch...approxiatly in 4 or 5 month...

You can't make such a discussion here anymore. There are always 2 groups at this time:

First the ones who have used the "exploit" and defend themselves that it wasn't an "exploit" when they used it.

Then the group who didn't use the "exploit" and blaming the first group of blocking OPs.

No chance for a real discussion, cause every group believes they are right.
Will there be some kind of delay between overtake attempts from the same guild to prevent exploits to make an OP unattackable by keeping it under constant attack from friends? [Submitted by xenofur (DE)]

Yes; it won't be free to declare war to an Outpost, so this kind of strategy could prove to be a bit costly. And second, the allied guild isn't sure to always be the first one to declare war: at the end of each war, there would be an opportunity for another guild to take over.
This answer to say "blocking OPs was not an "exploit"" is very adventurous. It says "at the end of each war", meaning the full time of a fully war (declare war/attack period/time to defence period/defence period/time after defence period). Xavier didn't mention something like cancel the attack and declare a new war.
And I'm not sure if Nevrax knows how much money is really in currency.

PS:
"Exploit" in "..." to prevent saying it was an exploit or not. I'm not saying anything like this in the forum, it's absolutely useless.
