There was a dev post already saying that such behavior would be considered an exploit and would be monitored carefully by them. I haven't found it yet though.

Find me the post and I'll believe that. If a GM comes to me and says its an exploit, I'll stop. Sorry but I never read such a thing and I have been keeping close track of the op forum posts.

Making an alt guild to do this would be an exploit. Creating a roleplaying situation with another guild for mutual protection, no.

Aggro dragging and kill stealing are against the rules but that doesn't stop you or others from doing it.

Same stuff. You're still using the "declaration war" to stop other guilds from attacking your OP when it should be do-able.

And aggro-draggning and kill stealing don't have any direct connection to this argument because it IS stated that it's against the rules. We are just discussing if it is an exploit or not. [edited in] Actually you're just saying that people still do it even if it's against the rules...meaning if it was against the rules to declare war and not attack, people would still do it. But it can be more easily regulated I think. [/edited in}Currently, I have not read either if it is or isn't. But I'm willing to bet it may just be since OPs are meant to be attacked and defended. Just me 2 cent.
