I'm not sure this is accurate. Last night while playing I had 8 missions active at once. I did get to a point where it said I couldnt have any more active missions, but the number was more like 10, although I don't remember the exact number. I'm still on the beginner island, so maybe its different in the regular world.

it was like that at some point during beta I'm pretty sure. The current system is much better though since it doesn't matter that the NPC wants completely obscure things sometimes.

I had about 8 running at the same time. One thing worth mentioning is that even after finishing a mission you have to click a "finish" button in the the mission window - if you dont it keeps counting for the limit.
