Ive only seen it in one shop in Scotland and that was at full price i think, but that was a while ago. It took till around 3-6 months after release for the shops here 2 have it.

Glad i preorderd it from germany and thanks to the dude that translated the webpage for me(that is if he still plays ryzom and if he reads the forums)
