What precisely is a tryker freestate (thought it was that already), it is certainly no neutral sanctuary unless you seen to kick out all tryker whom have involved themselves in the conflict. The 2nd paragraph is merely a statement that you'll defend the lakes from aggressors, not really much new or innovative there really, as that is the duty of any native tryker that calls the lakes home to defend it.
There's a difference between defending and invading...

the karavan and kami are already in the lake lands. Thus the people who are overseeing the war are already part of your society. In order to seal yourselves off from the war, you'd have to get rid of them (let us not forget the Trykers were made slaves once before. Wouldn't want it that way again...) and I very much doubt that they're going to leave willingly

Jyudas,
what he forgets is, the Trykers are the closest to a democracy on Atys there is. Still Wyler is the elected govenor. And govenors can be re-called...

The Fyros are a republic, though the Emperor listens most closely to two Senators above the others.

Go for it... recall Wyler. That doesn't change the fact that the karavan and the Kami will still be in the lakelands. In order to get rid of them you would have to force them out. They're not going to willingly leave just because someone new asks them to.
Plus in order to recall him, you'd have to have the majority of the trykers side with your cause.
