Why not level jungle foraging while war. If its too quiet in the lvl100 area i still can have a drink or two in Thesos
One outpost will be in Loria for sure. I love WoM. Its the place of my initiation, the place of the air and Tryker power. I am often there and listen to wind and waves.
Not sure, but it seems to be the only place in lakelands where you can hear the cracking of the bark. If ever peaceful times come back i want to settle at three pillars
But something is cooking there. Since last patch the Karavan builded up a new tower at the Teleporter...

Taking account of the slow progress of the game, I think the devs office will be the quietest place.

Some far-off corners of the world come to mind. Ofcourse I don't go to these places much, so for all I know they could be packing with homins these days. But if I did go there much, they wouldn't be empty either. Nice little paradox there
Outlaw Canyon in Fyros, Hidden Source and Heretics Hovel in Matis, Bounty Beaches in Tryker, and all of Zora except Cities of Intuition and Void. But in most of these regions the teleporters are currently not functioning, so if the Kami and Karavan decided to turn those on for the war the regions could suddenly become a lot busier.
I agree with Fry that Liberty Lake is good too, it's so huge and slow to move around there's always large empty spaces. And the only people that come to Darkmoor are tourists
