3 shots of ammo amounts to 4 complete mats, it takes 9 mats to make a single 12 shot clip. Some of the mats that ammo crafting uses compete with those that armor uses lots of. Harvesting may need a fix for the amount of mats per pull, but ammo definately needs a fix in the mat cost/shot as well as the bulk of ammo.
