The french version of chapter 11 is globally a requist you make at the magistrate from the court to get permission for not paying you bills and your suppliers then cannot ask for your bankrupt. The magistrate will look at plans before they will allow this form of protection.

Yeah, that's about right. It's just an offical way of saying "We'll get the money you want, just give us a little more time."
